Confusion with Superadmin rank

I've been wondering how do people get super admin?
Is it a app sorta thing? Never seen anyone actually apply only joke ones. I've hear people say that it's something you get if your a highly respected admin but how respected exactly? Does it also have to do with will the fact that there's already a lot of superadmins? Do they have to be very hard working? Have to be on regularly? Help out a lot? I really don't understand how bob chooses his superadmins can anyone explain this?

BTW not trying to apply for it or anything....... yet
