GLITCH??????

So i was just playing as a spetnaz just snipin fat afk people. I was switching my weapons and found out that i had the grappeling hook as a SPETNAZ so i tried the grap hook out and it was un-nerfed. I could do whatever i could in the early ages when i got the grappeling hook. So i switched civi.......... the grap hook spawned in. So i called bullet (who also has a grap hook) and asked him if the grap hook was un-nerfed he said YES it was ......WTF???

Just Askin is this a glitch________________________________

I allowed a couple more lightweight jobs to use the grappling hook, as well as citizen, but otherwise every other medium or heavy combat job cannot use it
