This happend multiple times today, I would be trying to snipe him and he'd noclip. You cant no-clip at all in combat.

The problem here is that he's nocliping for combat purposes. Noclipping to build is allowed IF YOU'RE BUILDING SOMETHING NEUTRAL.
In this case, Tart is building something as a criminal, for criminals, therefore he shouldn't use admin powers to do that, because other factions don't have access to it and that's an unfair battle advantage.
